A safer future for everyone

BACKGROUND

One of the most significant challenges faced by many South Asian countries is the mitigation of the negative impact caused by extreme urban flooding. Especially in Malaysia an overwhelming 90% of natural disasters are related to flooding, and unfortunately predictions about the future, indicate that these phenomena are to increase, due to factors such as climate change and population growth. Recent floods in the northeastern Malaysian states of Kelantan and Terengganu forced over 23,000 people to leave their homes, while Malaysia's worst flooding in decades occurred in 2014 resulting in approximately 118,000 people having to flee their homes, and causing 11.3 billion USD property damages. Despite government and research effort, there is a lack of management systems, information alerts, and routing solutions that can alleviate the impact of urban flooding. This impact includes severe economic and environmental damage that hinders Malaysian socio-economic development, and threatens the quality of life of the population. This hazardous situation is affecting almost the entire South East Asia region, thus creating a large market for intelligent flood forecasting systems.

ABOUT FLUD

Flood Ultra-cognitive Dendrite (FLUD) project builds upon state of the art research, and technologies in machine learning, communication technologies and hardware architectures to develop an urban flooding monitoring and predictive platform. FLUD is based on the brain mimicking neural network technologies and is named after the branched extensions of the human nerve cell that propagate the electrochemical stimulation received from other neural cells.

This project involves a consortium of UK and Malaysian partners, which aim to provide intelligent ICT solutions in order to reduce the impact of urban flooding. This consortium is led by Interactive Coventry Ltd (IC) that owns state of the art patented data analytics approaches to tackle the computational challenges of this project, Metrobinaya Sdn Bhd an innovative Malaysian company, Pentalight Technology Sdn Bhd (PLT) that is the de facto leader in upgrading current infrastructure to smart-city projects in Malaysia, and it is supported by Coventry University (CU) that has a vast experience at delivering innovative research projects.

By exploiting the experience and specialized knowledge of UK and Malaysian partners, in smart city infrastructure and advanced data analytics, FLUD will be an innovative approach, able to minimize the impact of flash floods by effectively monitoring and forecasting urban flooding, providing early warning, supporting decision making, and enabling authorities to achieve better planning, monitoring, and response times. FLUD aims to achieve what we call the 888 framework. This framework calls for the construction of an urban flooding monitoring and forecasting system, which is able to cover an area of 800 m2 and provide a warning of 80% confidence, 80 minutes before the flooding event occurs. FLUD presents an economically sustainable technical approach for a flooding alert system with consideration to the accessibility of its service by all citizens regardless of age, race, literacy and social status. The proposed approach will be first deployed in the UTM area and in an urban area of Kuala Krai, and the final product will be a benchmark framework, which can be utilized in smart city projects in Malaysia, the UK, and other countries facing extreme urban flooding phenomena.
